"方针"二字在日文里 = (方向)+ (指针),合起来就是"指向哪儿的罗盘针"。 1960 年代,日本企业(以普利司通、丰田为代表)在推行全面质量管理(TQM)时发现:光有质量工具不够, 得让最高层的战略一层层咬合到车间的日常改善。于是 Yoji Akao(赤尾洋二)等人系统化了 Hoshin Kanri。 1980 年代它随精益一起传入欧美,被惠普、英特尔等奉为"战略部署(Strategy Deployment)"的范本 —— 核心只有一句:少数关键战略,全员对齐,年年复盘。 In Japanese, hoshin = (direction) + shin (needle) — literally a compass needle pointing the way. In the 1960s, Japanese firms led by Bridgestone and Toyota rolling out TQM realized quality tools alone weren't enough: top-level strategy had to mesh, layer by layer, with daily shop-floor improvement. Yoji Akao and his peers systematized the result as Hoshin Kanri. It crossed into the West with lean in the 1980s, picked up by HP, Intel and others as the canonical model for Strategy Deployment — and the heart of it fits in one line: a few vital strategies, aligned by everyone, reviewed every year.

高层抛出方向,中层接住、改写成可执行目标再抛回;一线接住、提出现实约束再抛上去。来回几趟,目标才既有野心又落得了地 —— 这叫 catchball,是 Hoshin 区别于"拍脑袋下指标"的灵魂。 Leadership throws out a direction; middle managers catch it, rewrite it as an executable goal, and throw it back. The shop floor catches it, surfaces real-world constraints, and throws it up again. A few rounds of catch and the target ends up both ambitious and reachable — that is catchball, and it's the soul of Hoshin, the line separating it from "targets dropped from on high".

3 现实里的方针管理 Hoshin Kanri in the Real World

年度经营计划:把董事会的 3-5 年战略翻译成今年每个部门的 OKR,避免各部门各跑各的。 Annual operating plan: translate the board's 3–5-year strategy into this year's OKRs for every function, so no department runs its own race.
目标对齐:用 X 矩阵一眼看出"哪条战略没人接、哪个团队的活儿挂空"—— 对齐缺口立刻暴露。 Alignment check: the X-matrix shows at a glance which strategy nobody is catching and which team's work has no upstream link — alignment gaps surface immediately.

Hoshin has two layers of bite. Structurally, the X-matrix forces strategy–goal–action–metric to wire together, exposing broken links at a glance. Procedurally, catchball makes targets negotiated, not imposed — so the floor both believes them and commits to them. At its core, Hoshin is the discipline of scaling PDCA across the whole organization and stretching it across a full year — focus on a few vital strategies, align everyone, roll it forward year after year.

跳过 catchball,直接把指标压给一线上下接球反复协商,目标才既被认同又落得了地。 Skipping catchball and dropping targets on the shop floor. Pass it up and down a few rounds — only then is the goal both believed and reachable.
