More often it is a single rule — "to chase efficiency, every machine must run at full load" — that lets the non-bottlenecks crank out WIP mountains while the true bottleneck starves. From this, Goldratt names four kinds of constraint: physical, policy, market, and supplier. And he insists: most real-world constraints are policy constraints — buried in routines and metrics, breakable at zero cost, yet the hardest to see.

3 现实里的四类约束 The Four Types in the Real World

先识别真约束:在制品在哪一环前堆积、哪一环总加班,那里多半就是约束。别凭感觉拍脑袋。 Identify the real constraint first: look for the step where WIP piles up in front and overtime is constant — that's almost always your constraint. Don't guess.
政策约束最易被忽视:满负荷考核、最小批量、采购"凑整数才下单"——这些规定才是隐形瓶颈。 Policy constraints hide in plain sight: full-utilization KPIs, minimum batch sizes, "only order in round lots" — those rules are the invisible bottleneck.
不同约束不同对策:物理约束要扩能或卸载;政策约束要改规则;市场约束要找需求;供应约束要找替代源。 Different constraint, different countermeasure: physical → add capacity or offload work; policy → rewrite the rule; market → go find demand; supplier → diversify sources.
约束可能在系统外:当产能足够、订单却不够时,约束已转移到市场 —— 这时拼命生产只会堆库存。 The constraint may sit outside the plant: when capacity is plenty but orders aren't, the constraint has moved to the market — and grinding harder just builds inventory.

But the weakest link need not be a machine: it can be a rule no one will touch, a saturated market, or a supplier who has run dry. Pick the wrong constraint and every improvement is wasted effort; any investment in a non-constraint leaves system throughput exactly where it was. So Goldratt's first step is always the same: find the real constraint first — and don't let the policy constraint hiding in your rulebook slip past you.
常见误用Common Mistakes
默认约束就是"机器不够快"先查在制品堆在哪、谁总加班,多数约束其实是政策。 Assuming the constraint must be "a slow machine". Check where WIP piles up and who is always working overtime — most constraints turn out to be policy.
